Using Radar to detect the phase of a substance

Is is possible to use radar to detect the difference between say a thin layer water and a thin layer ice on a surface? I don't really mean at a 90 degree angle. It would be more of an acute angle (i.e. a mounted radar source/reciever angled slightly down from level towards a floor). Any input would be welcomed. Thanks.

There are several manufacturers of industrial radar level measuring devices that can be configured to detect an interface as you described. However they are not inexpensive.
