Questions about changing land cover into 33 types in UCM

We are studying urban heat islands with the methods of WRF and UCM modeling.The research scale is at 1km.
The results of air temperature, humidity,wind direction and velocity is what we need.

We select Modis 2001 30s terrain data and found there are only 20 types of land cover.
However, there are 33 types in UCM model, of which 3 types are in our primary concern, 31 represents business area, 32 represents high density area and 33 represents low density area.
That means WRF/UCM can turn 20 types of land cover to 33 types automatically.

Here are the questions:
1 What's the standards of turning 20 types to 33? Where could we find them?
2 How can we change 20 land cover types into 33 by ourselves so the results can be more precise in study area?
ps, could it be possible to select area by polygon or some definite points and define the selected area to be type 31(business area) or anything else?

if you have any idea of where to fine these answers, plz no hesitate to tell me.
