In a nutshell, WRF Domain Wizard is a graphical tool for defining a domain and nests (namelist.wps), editing namelist.input, running WPS, and visualizing the netCDF output from WPS (e.g. by using Panoply).

WRF Portal is a graphical tool for running WRF (defining workflows for running ungrib, metgrid, real, wrf, and custom tasks, running and monitoring workflows) and it INCLUDES the WRF Domain Wizard tool. So you can just download WRF Portal and can run everything from that GUI.
