Run time control of IO stream variable sets

Maybe this would not be classified as a bug, but as a missing feature.

WRF 3.2 introduces a new way to control IO stream without a need to modify Registry files and
recompile WRF. I have used this way of controlling IO streams, however, I have encountered one
problem. By using this approach it is not possible to add to an IO stream at runtime
(by modifying namelist.input) variables that are defined in included registry.* files, i.e. variable that
are not defined in the main Registry.* file.
For example, it is not possible to add to an IO stream variables m11, m12, etc. defined in registry.les.
It seems to me that it should be possible to modify this mechanism so that the variables defined in
included registry files can be added to an IO stream at runtime.
