Confused the height which was calculated by (PH+ PHB)/g

Hi,everybody

I want to compare my wrf simulation with the observation data. And the observation place located 20m above the ground (where the elevation of the terrain is 80m).
So I wonder the height which I use (PH + PHB)/g to calculate. 20m? or 20+80=100m?
Beacause I am not sure about the height which I use (PH + PHB)/g to calculate is from the sea level or from topography level.
Could help me to explain it?
