Ungrib error "bad GRIB records"

Hello friends
I have installed the latest version of WPS in RedHat Linux. I could run the WPS with the metdata given in the WRF tutorial. But when i run the ungrib.exe with a 1991 NCEP FNL Operational model global tropospheric analysis data downloded from the CISL RDA, i got the following errors

Perhaps the analysis file should have been converted
from COS-Blocked format?

What could be the problem. Could somebody suggest something to get rid of this problem. Thanks a lot
