SMSTOT units?

SMSTOT units?

I'm trying to understand the variable SMSTOT (Total Soil Moisture) - the claimed units in the output netcdf file are cubic meters per cubic meter (volume fraction), but the data values are in the range of 300 or so - so that's impossible. Is it cubic decimeters per cubic meter? (factor of 1,000) That seems numerically consistent with the reported SMOIS layer data.

The grib2map file reports the units as:
2 | 3 | 2 | SMSTOT | Soil Moisture content [kg/m^2] | 3 | 0 |

I suppose inconsistent units constitutes a "bug" in WRF? Can anyone explain the actual units for SMSTOT?
